Yes. You can use your Sandbox where items can be organized prior to moving them into a fileroom.

This allows you to build out the structure and content of your data room without making them published to users. Documents can't be published in the Sandbox.

Other actions like Redaction, Customized Watermarks, Categories, Tags, Document level Disclaimer, and Translation are maintained when documents are moved from the Sandbox to the Index.
