Can a manage rights role access the Users tab or see invited users and roles?

By default, reviewers with Manage Permissions do not have access to the Users tab.

If they have access to 'Invite Users and Create Teams' under the Feature Access section within the Permissions tab, they can access the Users tab.
They can see the names of all the roles, who has been invited, is active, and deactivated.
