Can Manage Access users delete files?

Reviewers with Manage Permissions that have access to the Sandbox can delete content there.

Reviewers with Manage Permissions are able to send unpublished files to the Recycle Bin from the Index, but they don't have access to it.

Only Project Admins can see the Recycle Bin and its contents. They alone are able to delete items from there.
