Why can't a reviewer with Manage permissions publish documents?

Reviewers with Manage Permissions don't receive the ability to publish content while uploading by default.

To enable publishing for Reviewers with Manage Permissions:
  1. Go to the Permissions tab.
  2. Click Features Access.
  3. Select a role by ticking it's checkbox.
  4. Tick the checkbox for Publish / Unpublish documents.
  5. Click Save.
  6. Approve and confirm by clicking Continue.

In an Acquire project, you can enable auto-publish for all users in your project.
