For Answer Team members who are not Project Admins to be able to see submitted questions, they need to be part of a Workflow Group.

If you have a Custom Workflow, a non-Project Admin Answer team member needs to be in at least one of the Workflow Groups (e.g. in Level 1 or 2 etc.).
