In the Q&A settings, go to the workflow section:
 

1. Click Edit at the top right of the workflow you want to edit.
2. Click x to delete the workflow level.
3. Click + to re-create the workflow level in your preferred order.
4. Click Done.
5. Click Save all Changes.

After you have re-ordered/edited the workflow group, the questions pending approval will be re-submitted to the first workflow level.

Drafted or in-progress responses are returned to the first level when the workflow is reset. Resetting the workflow will not delete drafted or in-progress responses.
