In a Diligence project an Answer Team member isn't able to initiate questions. They won't see the "Ask Question" button from either the online secured viewer or Q&A tab.

They can import an Excel list of questions on behalf of a particular question team. These questions are created as drafted questions and are sent out from the Question team.

As an Answer team member, consider creating an FAQ if it is a common question and an answer to share with all Question Teams.
