When you filter or hide information, you are filtering or hiding information within a specific column. For instance, if you filter the Status column for only "In Progress" items, you will only see rows that have items in the "In Progress" status. 

 

You can then save that filtered information as a "view", aka tab. You can then restrict the Main Tracker from specific users or teams and grant them access to the Saved View, so they can't clear the filter you set.

 

When you restrict a row, you are restricting all information horizontally for that one row to either a user or team. Restricting a row is not the same as a saved view, which restricts information for specific columns.
