Can a user with manage rights send content to the recycle bin?

A manage rights user can send unpublished content to the recycle bin. Therefore, if a selected item selected is published, they will not see the Recycle Bin option in the command row. Content must be unpublished first.

Additionally, if the Recycle button isn't available, there may be documents that have yet to process within the project or need attention from a Project Admin. 

If multiple documents are selected, consider reducing the selection until the Recycle option becomes available.
