Only Project Admins and Reviewers with Manage permissions can be invited to a Prepare project.

If you want to invite users who should only be allowed to review content and should not have permission to manage it, you need to convert your Prepare project to a Diligence project. 

Please speak to your Sales representative if you would like to convert to Diligence.
