Only Project Admins can access the Recycle Bin.
1. Go to the Documents tab.
2. Look to the upper left in the Shortcuts section.
3. Click on Recycle Bin.

You can select files or folders by ticking the boxes and either restore these by clicking on Restore or permanently delete by clicking on Delete.

You can also select the Export option in the command row on top to Export an Excel listing of the contents.
