No, a project admin who is not part of the Answer team can't see the Q&A content directly on the site. Project admins need to be part of the Answer team to view the Q&A content in the Q&A Tab.

However, if they choose to create an archive of the full project that is available to them via a direct download, an online Archive, or a USB device, the data from the Q&A tab will appear as one of the Audit Reports automatically included. 

 

Note: They can always edit the Q&A teams to include themselves, by going to the Q&A tab > Q&A Settings  > Q&A Teams to add themselves as a member of the Answer Team.
